Name of assignment or project: Deployment of EV Charging Infrastructure and Incentives to Support the Scale Up of Electromobility Technologies in Turkey financed by World Bank

Activities performed: 
•    Recommend ground rules for infrastructure development based on the best practices and lessons-learned in other countries. For instance, this could include open access policy for public chargers; standardization of charging equipment and payment platforms, among and other rules.
•    Identify the most suitable strategy (e.g. urban centers, transport corridors) to roll out charging infrastructure in a sound and cost-effective manner, taking into consideration the power grid capacity and flexibility, expected growth in the share of EVs, optimum fast/slow charging balance, optimum number/share of stations in public and private places (including households), technologies to reduce the load on the grid and increase efficiency, traveling route over the country, and any other relevant factors relevant in the Turkey context.
•    Review existing EV related policies, legislation, standards, and identify regulatory gaps for large-scale deployment of EV charging infrastructure, including, without limitation, barriers to independent commercial charging infrastructure operators, permitting and licensing regime, cost allocation, technical fare, safety requirements, and other measures to incentivize new business models (e.g. new legal framework for demand aggregators)
•    Recommend incentives (e.g., subsidies, tax breaks) most suitable for Turkey's economic structure to ensure prevalence of EV’s In line with Turkey’s 10-year domestic market projection and annual market share estimation of EV-PHEV-HVs.
•    Identify the role that charging infrastructure owners will play under the applicable regulatory framework, including as a power wholesaler, retailer, aggregator, or end user
•    Analyze the possible ownership structure(s) for charging stations in Turkey, including associated cost-sharing mechanism(s) between owners, operators, landowners, end-users and grid operators to achieve commercial viability in the deployment of EV charging infrastructure.
•    Identify regulatory barriers for the implementation of the proposed ownership structure(s) and business models.
•    Analyze the impact of introducing government incentives (fiscal and non-fiscal) for charging infrastructure owners and the potential redistribution of any existing incentives.
•    Financial and feasibility analysis to determine the potential use of the charging infrastructure for EVs to commercialize charging services to public transport EVs. This analysis should consider the necessary arrangements to maximize use of charging infrastructure and optimize investments.
•    Assess international practices regarding aspects such as location siting, positioning, and technical and safety standards for charging stations and their connection to the network (residential and public), especially in high-rise building environments.

Name of assignment or project: Risk Sharing Mechanism for Geothermal Resource Validation in Turkey
Activities performed: 

•    In accordance with the RSM Operations Manual. develop, market. organize and manage one (or more, if less than 18 applications in the first round or if less than 9 exploration drilling projects are selected for coverage in the first round or if additional funds become available) application round in a five year period for the applicants participation in the RSM Program. As further detailed below. this work will include but not be limited to preparation of all application documents, the execution and administration of the application rounds, the detailed analysis o1’ the applicants drilling and business plans, establishing well success criteria based on the plans and performing direct contract negotiations with successful applicants. It is anticipated that about twenty applications will be evaluated, and ten exploration drilling projects will be approved tor coverage by the RSM. The Consultant will be responsible for preparing a professionally written report recommending the applicants best suited for the RSPB which will be used to obtain approval by TKB.
•    Review the environmental and social documentation (i.e. environmental clearance documents obtained by the Ministry of Environment and Urbanization and the environmental and social impact assessment documents prepared according to the World Bank (UTI) requirements as detailed in the Environmental and Social Framework (ESMF) which is disclosed on TKB’s website. TKB. together with the support of the RSM Consultant. may need to build capacity and support the sponsor in preparation of the environmental and social impact assessment documents in line with ESMF.
•    Monitor drilling activities in projects covered by the RSM. This task will cover the compliance monitoring in accordance with the approved environmental and social documents as well as health and safety requirement including site and well closure activities.

Tasks:
Activities performed: 
•    Management and monitoring of all licenses to construct and operate Akkuyu Nuclear Power Plant Project, management and monitoring of Governmental (and Public) Relations Teams by developing strategies to increase the efficiency and effectiveness of the licensing, governmental relations and public relations.
•    Timely completion of licenses and permits of Akkuyu Nuclear Project. 
•    Negotiations with different governmental authorities to facilitate the process of licensing and permitting.
•    Coordinating the departments of company for planning and performing of licensing procedures.
•    Ensuring that all activities are accomplished in compliance with the relevant legislation and schedule.
•    Following up the legislation and proposing amendments and conducting negotiations to ensure that the national legislation is in compliance with Intergovernmental Agreement signed between Republic of Turkey and Russian Federation.
•    Supporting the different departments of company regarding localization activities (comparison of Turkish Standards and GOST standards), manufacturing approvals by Nuclear Regulatory Authority, strategic investment status, import inspection and audits (receiving exemptions for importing activities), permits for construction activities, monitoring of quality plans and implementation projects for construction activities on the site.
•    Monitoring of the construction progress on site regularly.
•    Support engineering department as a bridge between technical and legal/regulatory requirements to construct and operate the NPP.
•    Establishing and preserving good relations with the managerial staff of public institutions and NGOs
•    Arranging official meetings with Turkish public institutions and NGOs
•    Arranging the necessary coordination among the necessary departments of the Company and the Turkish public institutions regarding the construction and commissioning of the Nuclear Power Plant
•    Supporting and informing the Legal Department regarding the possible legal and judicial changes at governmental institutions
•    Providing support to the Finance Department in order to benefit from possible commercial incentive opportunities
•    Development, management and monitoring of Governmental Relations activities as one of the main points of contact to negotiate with all international and governmental agencies
•    Representing company as a speaker in Technical Meetings of International Atomic Energy Agency in Vienna related to the Development of Turkish Nuclear Infrastructure.
Main Achievements:
•    It is the first nuclear power plant Project in Turkey, and it is a challenging task to receive the permits due to high level of public opposition and inadequate legislative infrastructure.
•    Receiving design approvals, land use rights and building permits 
•    Receiving Generation License in June 2016.
•    Receiving final land use rights for forestry and other state-owned lands in October 2017. 
•    Support for receiving Strategic Investment Status which was gained in 2017. 
•    Receiving Exemption from Import Audits within the scope of ‘Decrees on Products Safety and Inspection’ of Ministry of Trade
•    Coordination of meetings (working groups) with different public organizations and Turkish companies for localization activities for steel and cables.
•    Receiving Limited Work Permit for Reactor 1 in October 2017. 
•    Receiving Construction License for Reactor 1 in April 2018.
